Liu Yi, male, Han nationality, is a native of Fanxian, Henan province. He was born in 1953, joined the CPC in 1980, and began work in August 1969. He graduated from the Central Party School. Liu is a senior engineer.
Liu began his career at the Xinxiang General Machine Plant in Henan province, and subsequently transferred to the Beijing Metallurgy Equipment Research Institute under the Ministry of Metallurgy, where he served as deputy director of the general office in 1986 and secretary of the CPC committee in 1993. He held leading Party positions with the Xinjiang Uygur Autonomous Region People's Government throughout the late 1990s, and became vice-chairman of the region in 2001.
